Some people believe that, in order to care for its
citizens, the United States should establish a universal health care system to
decrease the cost of healthcare for everyone. Others feel that the right to
healthcare is an individual’s right, and that a citizen must pay for healthcare
if he or she decides to use it. Because hospitals often cannot deny individuals
the right for emergency room services, hospitals often treat emergency health
care as a right, and then bill the patient for services afterwards.
